Problem with creating development server. (General)

I am having a problem creating a development server for testing some reporting and DB changing as a back-end bulk update. I have searched for a solution but don't seem to find anything that can help.

I first upgraded the existing server to a new larger drive with clonezilla and all worked well. I took the original drive and used it for the development server by changing the IP address and HOSTNAME and the server is running fine.

After I have restored a backup of my two companies onto the development server I get the following error when logging in as admin.

DBD::Pg::st execute failed: ERROR: permission denied for relation defaults at SL/Form.pm line 2359.
DBD::Pg::st fetchrow_hashref failed: no statement executing at SL/Form.pm line 2360.
DBD::Pg::st execute failed: ERROR: permission denied for relation defaults at SL/Form.pm line 2359.
DBD::Pg::st fetchrow_hashref failed: no statement executing at SL/Form.pm line 2360.
DBD::Pg::db selectrow_array failed: ERROR: permission denied for relation employee at SL/AM.pm line 1988.

I expected that this should work as it was the original drive and I have been using this as my server for a while already.
Since this failed I have:
reinstalled the sql-ledger via setup.pl
deleted the two data bases and recreated them, then restored again.
removed all user files so only admin exists

Not sure if anyone has had this problem before. any help will be greatly appreciated

Problem with creating development server.

After a lot more testing I think I have found the solution. I was not adding the sql-ledger user when restoring the database with psql.

I deleted the databases again and did the restore. This time I used the sql-ledger user when importing and it seems to be working.
